I agree in giving reer hiiraan their own state like sheikh shariff has said and merging both shabelles as they share much more in dhaqan. Hsm is fully to blame for the make up of the states, theres no denying that.

The states are not useless if they were being governed right as they have 100x better output than your dusty regions. They do have a government but lead by each regions governor.
