Only Europeans & Asians are given respect to be distinguished along ethnic lines in the census.

Westerners generally view anything below North Africa as the land of Negros aka Black Africans/Sub-Saharans & think it would be a waste of time to distinguish them by ethnicity:

No. Ethnically North Sudan is closer to the Horn of Africa/East Africa & is generally considered part of East Africa. North Africa's southernmost country is Mauritania.

Mauritania is demographically split between Native Berber Moors & Black Africans from West Africa.
