Speaking out of my futo here but it's likely official reported stats from cities mixed with UN estimates, it use to be a point higher so someone is definitely tracking it. Rhe US has lied about death statistics in Afghanistan and their inner city crime rates are shoddy at best. China lies about theirs and somehow we still get statistics from Venezuela and North Korea even though they're a dictatorship.
