In America the building quality of houses is very bad and there is less government planning of neighborhoods. So, one area can be a total ghetto with high crime not far from an elite area. Public services like schools are linked local property taxes, so a shitty cheap area also have extremely shitty services.

Also, another thing with American urban planning is that everything is made for the car. This is a major reason why they are so much more obese compared to Europeans. Their cities are designed to create more obesity.
