Security Cooperation: The two sides agreed to partner in the fight against terrorism (ISIS Al-Shabaab) and organized crime, including maritime security and cross-border crime. They also committed to establishing a mechanism for information sharing regarding security and economic threats.
Social Stability: The communiqué praised ongoing efforts to bring peace and reconciliation, especially in the city of Ceerigaabo, and encouraged the return of internally displaced persons (IDPs).
Economic Integration: The parties emphasized the importance of increasing economic partnership and implementing infrastructure projects that connect the two populations.
Political and Administrative Issues: They condemned any political agendas or policies that aim to divide the people or cause administrative conflicts.
Puntland is getting so much clout by extending into eastern Somaliland. Now we are forced to even recognize their existence. By complicating matters for Somaliland and then now offering to uncomplicate them they were able to gain legitimacy off Somaliland.
Their scummy maneuvers are not far removed from Mogadishu who they empowered and are now trying to save themselves from.
Puntland is still funding Lascaanood militias. They are trying to raise themselves to the level of a nation state with all their schemes but one day they will pivot too many times and it will all collapse on them.
The threat of Mogadishu creating some kind of cancer in Lascaanood was all created by Puntland and now they claim to want to step in and work together. Somaliland got screwed over.
I'm not convinced the threat of Mogadishu was significant enough to sign a deal with these pirates. I'm not convinced. We can't legitmize these pirates. If the international community is impressed or thinks dealing with Puntland is some kind of move towards stability for Somaliland then they are confused. Puntland is a totally manipulative entreprise that entered Somaliland only to claim leverage and political influence.

When I think a little longer, recently I've seen Turkish Mogadishu people meeting Sanaag people.
While Mogadishu is a little helpless sabateour I've seen Turkey recently has increased their efforts in propaganda, every lame FGS move is publicized by the turks and they've met with groups from Awdal, Sool, Sanaag and all these regions of Somaliland. The Turks are starting to bat more for Mogadishu now that the West is withdrawing and the Turks are going to play very dirty. So in some respects maybe the game has changed, the entry of the Turks and Chinese means putting aside some politics for the time being. The age where the region was managed under multilateralism is over. Turk and others will be sponsoring destabilization campaigns so it's best to limit the space for them to operate. They have to keep the west embroiled in Mogadishu and their calculation is to destablize Somaliland and to a lesser extent semi-functional federal states like Puntland.
The FGS is going to try and throw everything at an effort to claim the borders of historical somalia and they will obviously fail as the withdrawal of western support was faster than expected. To minimize the disruption during that time it's probably best to calm the tensions between Somaliland and Puntland.
