I just see no way that 1m1v can happen anytime soon in Somalia. In areas like Puntland and possibly Galmudug it could probably happen today, but it would make no sense to have 1m1v in some areas and selections in others. Even in Puntland and Galmudug, you know that Al Shabaab would dedicate all its resources on killing as many voters as possible.
