I have never heard of anyone reciting salawatayn like that. Maybe it's sufi/khawarijjs who do this?

You can technically read it however you want as long as your not intending to make a mockery of it. I don't think they are trying to mock it and there probably sufis

Some SubSaharn African Muslims and also Christians love mixing religions together, Islam + Christianity or Islam + local folk religion/Animism isn't unheard of in some parts of the continent.
