Russia doesn't care about Slavic identity, at least not the Kremlin.
It is a weird ideology based country (used to be communism) and now they are coping with post-Empire syndrome and trying to stay relevant (hence the need to expand and act like a tough guy).
I don't think it is because they want to unite Slavs, just to be more powerful, bring back 'satellite states' and geopolitical shit like that.

It may not be the official policy of the Kremlin, but the ideology of Slavic unity still plays an important influence on the foreign policy decisions made by the Kremlin. Putin himself expressed a Pro-Slavic unity stance in regards with Ukraine & stated that brotherhood/unity shouldn’t be limited to just with Russians in Ukraine.

He is appeasing Russia's Turkic Muslims with these statements (the holy feelings of Muslims must be respected like the soldiers who liberated Russia from the mustachioed German). I heard that Muslim Russians make up a huge percentage of the Russian Army up to 20%, and many generals, he has no choice
