Barely anyone's used it only to refer to Somalia... The Horn was dubbed like that even before its modern nation states existed. It obviously does look like one.I've seen some people say the "the horn of africa" originally was used by British Colonialists to refer to only Somalia and Somalis then evolved to incorporate Djiboutians, Ethiopians and Eriterians later on. Is there any historical evidence for or against this?
