13-year old Cawo Xariir was repeatedly raped by 8 male employees in Hargeisa Orphanage. One of them impregnated her and the orphanage tried to force her to abort and marry one of them.
7 of the men were arrested (the 8th man was never even arrested). 5 were given light sentences of under 3 years and the remaining 2 have been released.
Hargeisa Orphanage is overseen by Somaliland's Ministry of Education and Science.
In a message addressed to Somaliland's president, religious minister, and interior minister, the clan is warning that if the court doesn't hand over the men, they will shoot up the courthouse.
Background:
The case began in April when Ifrah, a female whistleblower who worked at the orphanage, was arrested for criminal defamation (i.e. whistle blowing) and a physical altercation she had with the Director of the Orphanage, Asha Mohamoud Qaalib, after confronting her. She was released after 11 days due to lack of evidence and her father was immediately arrested for the same crimes. He was sentenced to 1 year imprisonment. The family ended up paying for his release.
By this point, Cawo was 6 months pregnant. The orphanage tried to abort her pregnancy, but the doctor they took her to refused without family consent.
Just to be clear, Cawo is not actually an orphan. Her father originally sent her to Hargeisa Orphanage along with two of her younger siblings due to severe poverty and illness/disabilities. The orphanage was supposed to care for them. After speaking out, Hargeisa Orphanage barred the father from seeing his remaining two children. He wasn't even allowed to take them out of the facility.
His other daughter, 9 year old Hodan, was taken out of the orphanage and placed in a private home without the father's knowledge or consent.
When the father and Horizon Institute took the case to Somaliland's Criminal Investigation Department, they did everything they could to delay it and shut it down. Similarly , multiple visits and letters to both the Ministry of Education and Science and the Ministry of Employment, Social Affairs and Family produced no results.
After Horn Cable TV's bombshell report on June 20, the Director of the Orphanage, Asha Mohamoud Qaalib, tried to deflect attention by accusing the Wadani party of using this case to pursue narrow clan interests and threatened legal action against Horizon Institute.

Since then, former Somaliland representative Ayan Mahamoud organized a Go Fund Me that has raised over £11,000 (with a £15,000 goal). Along with Horizon Institute and family's lawyer, they managed to get Cawo medical attention to safely deliver a baby boy in July. They also got the remaining children out of the orphanage and arranged temporary housing for the family. The young girl was repeatedly raped and by group of 8 man. here is the statement of the lawyer of the father Nasriin Cabdishakuur Ahmed explaining the situation and including negligent and abuse of power by the centre.
When father learned about the the rape and pregnency of his child, and confronted the centre he was refused to have access to his child anymore. few years back the father have taken voluntarily the his children to the centre because of extreme poverty and blindness. fortunately, after a surgery he is not blind any more. Below translated the public statement in the somaliland national news, and the link
"I was blind, her mother was mentally ill! We were poor and alone. I could not feed or look after my three children so I took them to Hargeisa orphanage center. I thought they would be safe and looked after there but my eldest daughter was raped repeatedly by many, left pregnant, forced to attempt to abort the child and to marry one of her rapists. I was never informed and the case was never reported to the authorities for months. The last time I went to visit I did not see my other younger daughter there. She is also now at risk. Now the orphanage management has refused to let me see my daughter or take all my children out of the orphanage as it is not a safe place as I thought because I spoke out. My children are better poor by my side then abused by others. Allah will provide for us. I wish I thought like this before but I was completely blind but now after I have been supported with eye surgery I can see the reality" Statement of the father of 13 years old girl raped at Hargeisa Orphanage and care Center.
I have created this go fund me to support the father to get justice, and care for his child and to help him with :-
1. Support a safe shelter to house the parents and four children. Three of which are still at the orphanage. The families severe poverty and the parent’s physical and mental disability forced them to give up their children and to be transferred to the Hargeisa Orphanage by court many years ago.
2. To support with basic necessities food, utensils, clothing, equipment or material for the family
3. To provide medical and psychosocial support and assistance, counselling and therapy to the young girl to be supported both mentally and physically
4. To continue to support the young girl and family and build a better future for her and her child
I will be sending the funds to the father's lawyer Nasriin Cabdishakuur Ahmed, to support the father with above needs.
