Hargeisa clan threatens to shoot up Somaliland courthouse after 3 child rapists walk free and 5 get off with light sentences

13-year old Cawo Xariir was repeatedly raped by 8 male employees in Hargeisa Orphanage. One of them impregnated her and the orphanage tried to force her to abort and marry one of them.

7 of the men were arrested (the 8th man was never even arrested). 5 were given light sentences of under 3 years and the remaining 2 have been released.

Hargeisa Orphanage is overseen by Somaliland's Ministry of Education and Science.

In a message addressed to Somaliland's president, religious minister, and interior minister, the clan is warning that if the court doesn't hand over the men, they will shoot up the courthouse.

Background:
The case began in April when Ifrah, a female whistleblower who worked at the orphanage, was arrested for criminal defamation (i.e. whistle blowing) and a physical altercation she had with the Director of the Orphanage, Asha Mohamoud Qaalib, after confronting her. She was released after 11 days due to lack of evidence and her father was immediately arrested for the same crimes. He was sentenced to 1 year imprisonment. The family ended up paying for his release.

By this point, Cawo was 6 months pregnant. The orphanage tried to abort her pregnancy, but the doctor they took her to refused without family consent.

Just to be clear, Cawo is not actually an orphan. Her father originally sent her to Hargeisa Orphanage along with two of her younger siblings due to severe poverty and illness/disabilities. The orphanage was supposed to care for them. After speaking out, Hargeisa Orphanage barred the father from seeing his remaining two children. He wasn't even allowed to take them out of the facility.

His other daughter, 9 year old Hodan, was taken out of the orphanage and placed in a private home without the father's knowledge or consent.

When the father and Horizon Institute took the case to Somaliland's Criminal Investigation Department, they did everything they could to delay it and shut it down. Similarly , multiple visits and letters to both the Ministry of Education and Science and the Ministry of Employment, Social Affairs and Family produced no results.

After Horn Cable TV's bombshell report on June 20, the Director of the Orphanage, Asha Mohamoud Qaalib, tried to deflect attention by accusing the Wadani party of using this case to pursue narrow clan interests and threatened legal action against Horizon Institute.

How you can help:
Since then, former Somaliland representative Ayan Mahamoud organized a Go Fund Me that has raised over £11,000 (with a £15,000 goal). Along with Horizon Institute and family's lawyer, they managed to get Cawo medical attention to safely deliver a baby boy in July. They also got the remaining children out of the orphanage and arranged temporary housing for the family. They are currently working to buy the family of 7 a house, food, and clothing, and will provide schooling and mental support to the children. Please donate generously. I copied the Go Fund Me below.

Fundraiser is to support the father of young 13-year-old girl who was raped at Hargeisa Orphanage and care center in Hargeysa. The young girl was repeatedly raped and by group of 8 man. here is the statement of the lawyer of the father Nasriin Cabdishakuur Ahmed explaining the situation and including negligent and abuse of power by the centre.

When father learned about the the rape and pregnency of his child, and confronted the centre he was refused to have access to his child anymore. few years back the father have taken voluntarily the his children to the centre because of extreme poverty and blindness. fortunately, after a surgery he is not blind any more. Below translated the public statement in the somaliland national news, and the link

"I was blind, her mother was mentally ill! We were poor and alone. I could not feed or look after my three children so I took them to Hargeisa orphanage center. I thought they would be safe and looked after there but my eldest daughter was raped repeatedly by many, left pregnant, forced to attempt to abort the child and to marry one of her rapists. I was never informed and the case was never reported to the authorities for months. The last time I went to visit I did not see my other younger daughter there. She is also now at risk. Now the orphanage management has refused to let me see my daughter or take all my children out of the orphanage as it is not a safe place as I thought because I spoke out. My children are better poor by my side then abused by others. Allah will provide for us. I wish I thought like this before but I was completely blind but now after I have been supported with eye surgery I can see the reality" Statement of the father of 13 years old girl raped at Hargeisa Orphanage and care Center.

I have created this go fund me to support the father to get justice, and care for his child and to help him with :-

1. Support a safe shelter to house the parents and four children. Three of which are still at the orphanage. The families severe poverty and the parent’s physical and mental disability forced them to give up their children and to be transferred to the Hargeisa Orphanage by court many years ago.

2. To support with basic necessities food, utensils, clothing, equipment or material for the family

3. To provide medical and psychosocial support and assistance, counselling and therapy to the young girl to be supported both mentally and physically

4. To continue to support the young girl and family and build a better future for her and her child

I will be sending the funds to the father's lawyer Nasriin Cabdishakuur Ahmed, to support the father with above needs.

Dear Supporter,

Thank you so much for your generous support; your continues support is needed to get justice for Awo, and her father Harir Rageh AKE xariir Raage Cabdulle, and to reunited them.
A group of activists, and professionals have been supporting the father Harir, who is legally represented by Nasriin Cabdishakuur Ahmed. Nasiir was today on the national news explaining the situation of the family, the level of negligence &abuse of power in Awo's case!
;list=UUHoq0l91NIxYZ4d97aHDnbQ&index=12

We are hoping Awo will be able to leave the orphanage and the care facility within few days; we are looking into both short-term medical assistance and housing and long term counseling and care both for Awo, her two siblings ( also in the care facility) and the father. The support from the public has been overwhelming including from Edna Edan hospital who offered to give Awo all the medical care she needs, considering Awo is already almost 8 months pregnant.

Thank you for your support!

Shocking report has been released today on the situation and the background to Awo's case by Horizon Institute - Human Right Organisation, today, 25 June 2020. "When There Is No Accountability Children Suffer Horizon Institute Calls for an Independent Investigation into the Hargeisa Orphanage Rape Case",

"We are calling for an independent investigation into the rape of a young girl in Hargeisa Orphanage. The victim and the children accused of this crime are being failed by the adults responsible for protecting them."

Update: Awo has given birth a month ago, after long labour, Awo gave birth to healthy baby ; both Awo and baby are doing well; we are grateful to Edna Adan Hospital for supporting her free of charge. Awo and the baby are both doing well and she is reunited with her family.

The legal: The case is still on, seven suspects are in custody for grooming and raping Awo, the eighth suspect in the case is still not in custody despite strong statement given to both the criminals investigators and to the state persecuting attorney – we are very much looking forward everyone evolved in raping and abusing Awo to be brought to justice.

We arranged temporary housing for the whole family; Awo and her siblings and parents; after his eye surgery few months ago, father Harir is able to see with one eye, and able to take responsibility for his family including Awo. Father Harir was remarkable in advocating for his daughter despite his disability, and severe poverty. We are now working to buy a modest but house that will be permanent home to the whole family of seven people, two parents and five children; this will give stability to Awo and her family.

We are also looking into long term support; mental health support , and treatments, Food and clothing, and schooling for all children.
On behalf of all of us, I want to thank you for helping us to make a positive difference. Your support encourages our continued commitment to reaching our goal. Please keep support and donating to us.

This is what happens in clan ran fiefs. The clan in charge inevitably abuse their power because power corrupts.

No accountability when your uncle is the president.

Good, If the govt aren’t willing to do their jobs and bring justice, they should just hand over the rapists to my Solomadow brothers so they can be executed and property dealt with...

Good for them I respect that sometimes this is the way to do it with a threat the government will change its mind.

I didn't want to have to do this, but I've been left with no choice.

This thread has been up for half a week and not a single person has donated.

What's the matter? You guys were quick to derail a previous thread on this subject into a clan war until it was locked. Put your money where your mouth is and show us your strong stance against rape. Or was it for the sake of fkd all this time?

I've donated whatever my broke self could afford. Over the several years I lived in Hargeisa, I've volunteered many time at that orphanage. It's rather shocking to see that the director, who is a fellow female, could ignore such atrocious acts being committed at her orphanage.

The rapists need a death sentance and life in jail for the director and other staff that were aware of what was happening.

Just pitched in. Too bad I didn't see it sooner. I'll send the donate link to my folks on Whatsapp.

Prayers for the father and daughter. The rape epidemic in Somalia needs to come to an end. I swear some Somalis are only Muslim in name. :francis:
