Any troop on khat should be sent to the frontlines, into the meat grinder. Keep the clean one’s on checkpoints.

It’s not realistic to eliminate it completely as the pay isn’t enough and the security good enough for the military to attract the best in society.

At least the Bajaj and Ku-Xigeenka Banadir have reached an agreement on given them an extra hours without curfew, removing the few remaining checkpoints where isbaaro still exist and changes the security forces put on checkpoints
