I think you’re underestimating how long it would take to turn KSA to a state that would tolerate such a thing. There is a reason why even communist dictators would pretend to respect their people’s religion in public. You can’t change a country too much too fast, you’re just asking for a civil war. You're correct. A moder day revival of the caliphate would be something of a socialist state. Which is why Egypts attempt was spearheaded by a man who believed in wealth redistribution and developing state owned systems to aid in running social safety nets.
