Hajj visas will have to be distributed in cities other than Mogadishu due to the extreme danger. Mogadishu has only been issuing them for a few days and lives have already been lost.
However, I wouldn't be surprised to see the FGS politicize Hajj by holding the visas hostage in Mogadishu in their bid for centralization. We have already seen the people in Villa Somalia put centralization before Allah on a number of occasions.
