Ofc the President has final say on foreign policy however the FA committee can push forward legislation to the president to sign regarding foreign policy, they have wide reaching powers to help shape foreign policy ofc I wouldn't expect an illiterate like you to know that.

international law enforcement issues, including narcotics control programs and activities;
Broadcasting Board of Governors;
embassy security;
international broadcasting;
public diplomacy, including international communication, information policy, international education, and cultural programs;
and all other matters not specifically assigned to a subcommittee.
The Committee will have jurisdiction over legislation with respect to the administration of the Export Administration Act, including the export and licensing of dual-use equipment and technology and other matters related to international economic policy and trade not otherwise assigned to a subcommittee and with respect to the United Nations, its affiliated agencies and other international organizations, including assessed and voluntary contributions to such organizations. The Committee may conduct oversight with respect to any matter within the jurisdiction of the Committee as defined in the Rules of the House of Representatives.

Somaliland independence isn't easy. It has taken more than 30 years and might take a little longer even. It required a culimination of factors, both economic and security imperatives to finally get some traction where it is being discussed seriously in the places that can make it happen.
The real question should be why Somalia? The last place a country was recognized like this was in Yugoslavia which was disintegrating. Is Somalia disintegrated in all but name? Jubbaland and PL only nominally allied with the FGS, only accepting FGS money but nothing else.
If your state hasn't operated in Somaliland for more than 30 years, and has no real prospect of operating there again. Then the US can step in and recognize Somaliland to further their own interests. It's a dog eat dog world and you just played yourself.
If this goes through we can only thank the federalists of Somalia for making it possible, for resisting so powerfully their return of their state and by over estimating the value of their small foothold in eastern Somaliland.
