Why doesn't anyone show Goodax Barre this constitutional clause regarding existing member states. Existing member states prior to the Somali federal government shall retain their own power untill such time the federal constitution is harmonized with Puntland constitution. As long as Somali constitution isn't harmonized with Puntland, he has no right to interfere in PL. In-fact no federal ministry has any jurisdiction over Puntland besides immigration-currency-defence-foreign affairs.

I am not sure what a Federal govt is doing handing out test papers, shouldn't they set nation wide policies and certify each regions education sector like most federal nations do? Students in Australia or any Federal nation sit their state examinations which are endorsed by the federal govt, it's not carried out by the federal govt, all implementation is done at state level.

I agree. It’s the federal government to set the standard and to certify through accredited state level exam boards. I guess the lack of trust is what’s causing this divide.
