We need complete ideological training for all recruits and possibly a political officer corps embedded within each unit. Even if the risk of qabil-based fragmentation is low for the last two blocks of soldiers, it wouldn't hurt to tread on the side of caution.

Also, why didn't the government deal with the first block before they became such a problem? NISA ought to be monitoring clan militias.

When an Akhdam says create a non-clannist military they think they will tame Hawiye RX and the Yar Yars into leaving their clan interests behind.

We need army loyal to constitution not individual.
We army like Sudanese army or Egyptian army, army removes the president if he crosses the line. Then people will respect army.
