Of course No. All I'm saying is the chances of Somalia signing up to that protocol is fairly high when considering the Somali gov't's past actions.

Curious to see how it'll get implemented.

Betting that the treaty will fall flat on its face after a couple years.

There's no proper compliance/enforcement mechanism in all 3 agreements...

African officials will quickly realize they're no longer all-powerful within their borders so they'll either sabotage it somehow or slowly get replaced by multinationals...

African dictators rely on the simple fact they can grant monopoly powers to their political clique to stay in office.
