No, he went to the local community and said the inflationary pressure was because Dollars were being exchanged for shillings at the port and asked for opinions. That weren't true and people reacted off of it.

If you lie in the west for a headline, you get sued. If you lie in Egypt/Turkey/China etc you get sent to jail. Either way, spreading fake news is a punishable offence.

What’s not clicking ? The guy lied in the hopes of getting a reaction. He got the reaction he was after and he was punished as a consequence. The minister has said protest all you want, report what you want but don’t purposefully lie.
