This is a miserable and deliberate attack from Qoor Qoor and Galnus to punish wagardhac by refusing their students to take part in the national exams. In @Chaseyourdreamzz some PLers were saying wagardhac should join Galnus but there is a reason why saaxo subsections is running away from these cawaans.

I think you guys should move your base down to gedo, you can settle amongst your kin and help build a viable power base, mudug region is a basket case and resources are few. Gedo country on the other hand is lush and fertile, plus Kenya just across the border.

I wish MX would realize this instead of waiting for Galnus to become an actual functioning state we should say 'theres no benefit for us to stay nor is it legal for us to leave (one district cannot secede) however we should have a Hong Kong - China style arrangement ' - where we come under Galmudug nominally but manage our cities, towns and tuulos as well as collect taxes and implement projects, that way caabudwaaq has an autonomous district status (as this can be a part of Galmudug dastuur) while legally and in de jure practice still being under Galmudug. - Galnus itself is an illegal state as well as half it's claiming territory bring controlled by other entities aka PL and khawarij (Mudug and eastern Galgaduud) if caabudwaaq district secedes that leaves an area smaller in size than Sanaag under Galnus control.

We couldve even implemented a mechanism for full detachment and secession in a time of crisis or just allow it just because like the swiss canton system which allows secession from any canton and the creation of a new one.
