But the main issue is that the state has no revenue collection to sustain itself. It needs to work on that as well.

There is no agreement within HG let alone the other clans. There is nothing that unites or brings together galmudug clans.
I think not all regions will benefit from federalism. Galmudug is the perfect example. Federalism in galmudug will create more problems then it solves.

The HG had a conference that united them & they've choosen a leader. But I agree there needs to be more unity among all the GM clans.
Under Centralism back in the day, GM was badly neglected at least now there are roads, hospitals, clinics, libraries being opened all over.
