Will this be used to pay squatters at Xamar that never set foot in the region? We need opportunities & massive campaign to attract people from Mogadishu. The south needs to even out the settlements. Saw a video of Hobyo the other day, Galmudug really does seem so sparsely populated. It might turn out to be an exclusive empty region for mining when the the country stabilizes if we don't act.
