This is my works and it's not going to be one of those 'bashing' posts but a 'solution' focused post. I will diagnose some of the Hawiye issues which is very 'complex' and has many factors. A-lot of it is due to 91 and not so much prior to 1960-1991, however much they didn't like the system prior, but it didn't cause 'hawiye' to be in the state they are today, this is definitely provable. The state Hawiye is in due to lack of 'ISIMO' who are given authority and delegated duties among their clans, like how other tribes are.
The hawiye do not select, designate duties, and respect the outcomes of the ISIMO. The Murusade clan for example my reer abti, they're ISIMO was named and endorsed overseas by 'Mahiga'. The guy is nobody that no-one knows in Murusade nor was it elected by them, nor is he even historically legitimate(dynasty).
A-lot of the true ISIMO of Habar Gedir were killed I heard during the 90's by the Americans who mistook the ISIMO meeting, the 'real deal' ones as a meeting place where 'aideed' was hiding, they hit the house with a missile. Some Hawiye suspect it was 'targetted' and 'ochestrated' that killing to ensure they never ever can develop a political or traditional leader again and be stuck in squabbles and in a non state situation.
No-ones who gave that wrong 'intel' to the Americans and there is lots of 'accusations' but it's all within 'hawiye' that stuff as 'darod' were not factor in Mogadishu war at that time. Some suspect it was within 'HG' who ratted each other out and one of the reasons they still don't get along and fight each other or cannot form an administration. Is this talked about, nope, it's buried away like it will resolve itself, it's wat is causing the mistrust among Hawiye.
Anyways the benefit of Galmudug administration is paramount no matter how much u despise them, they need to be in a government or else they will be in no government situation and from this can only develop negative outcomes for themselves and the wider Somalia. A Galmudug at peace with itself and neighbors and progressing is going to not only 'settle' and bring the 'brotherly' clans to trust each other again, which will take a-lot of time but they need to start now.
It will also ensure HS/HAMAR copy, because they do follow the lead of HG, so HG is very crucial in Hawiye stability and I urge Puntlanders if you want to see a peaceful and progressive Hawiye, you will need to accept this must include HG, we cannot go back to this 'old policy' of 'abgaal' and 'mj' and isolate the rest. It's wasting Somali people time. One thing I found strange about GM which is different to Dhulbahante.
The Dhulbahante regardless will not choose a no govt option and just sitting there with no administration. PL/SL they go back and forth but at least they're going to two 'admins' their not accepting no 'admin' situation like GM did for 91 till now.
HG seems hell bent remaining govt less so it must be 'serious' how divided they are because the only time being admin less is beneficial is when your so divided and a govt can cause you to genocide yourself. In that situation, it better everyone just remain state less. I wouldn't want a Puntland govt if it meant, thousands of majerten have to die in wars against each other for a silly madaxtoyo. I will prefer we all sit it out and go back to our ISIMO or whatever.
It will be interesting to see what comes out of the GM conference but it's absolutely critical to the stability of the Hawiye. HAWIYE cannot rise or move without HG, this is blatant FACT and anyone who says other wise is in' dream' state' and not actually facing the Somalia we have today.
