This is the type of federalism mogadishu wants where the state governments are not responsible for any service delivery and the mogadishu govt does everything. They can probably pull this shit off in galmuran or hirshabelle becuz lets be real, their govts weren't built bottom up with a constitution but it won't happen in PL/JL who have their own state constitutions.

GM/HS are only there on paper and should be scraped all together in my opinion, they are not self sufficient and cannot cover their own expenses let alone deliver services. They are only there because they want to challenge JL/PL but those two states pay for themselves thru their own taxes, have their own legal system and constitutions.

That's why no matter how many times beesha sade holds a conference, it will fall on deaf ears, he thinks this is hawiye land where there is no law and u can do what u want. No-one can touch JL constitution, all clans fall under it and must work within the constitution not outside of it.

They see this shit happen in GM/HS and try to copy it over to JL, but tell them the truth, there will be constitutional crisis if they fail to work within the constitution, nothing else can be added or taken away unless all 37 clans hold another constitutional review process. Noone will comprise JL stability politically because bun-bourough ghetto flip flops after signing the constitution, once the constitution is sealed, it won't be opened unless all JL clans agree to it. Sade can pull of that shit in galmuran cause they don't have a constitution but not JL.

Give up seeking power, there will be no sade or ogaden rotation for presidency in JL. The seat has been assigned to Ogaden as they have the most districts. The other reason is stability, u can't rotate the presidency between two different clans as it can cause a civil war for power, so it's better one clan reserves and shares it as it will limit instability. Hirshabelle and Galmudug are not controlled by Xamar. They are full federal member states that come under the Federal Government of Somalia.

Which means they have just as much say so in the country as Southwest, Jubbaland and Puntland. The FGS can deliver services in any part of the country alongside the Federal member state there is no contradictory behavior there.

The main purpose of a Federal government is to give assistance in any form to their member states. This is done primarily through aid quotas and federal agency run programs and is commonplace throughout the world and prevalent in places like the US for instance. This particular example you posted isn't a Federal Government project, it's from the funds of two separate foundations.
