No, different states. It's like you said North Carolina and South Carolina. Only Galkacyo is shared with majority of the city on PL side. People there work together and move freely the past few years. Let's leave them alone

The border in Galkacyo does not correspond very well to geography. The agreed upon formula is that the land that homes owned by Darod or Hawiye in 1991 sit on belong to Puntland or to Galmudug. The Green Line zigzags everywhere and is fully known only by lifelong Reer Gaalkacyo.
