saw you were new memeber so was just curious welcome to site bro . for sure i am especially in mudug area. i always saw this document floating never knew where it was from interesting to see its from italian newspaper. you guys had good numbers in galkacyo to with the number of seats.

Mudug is interesting, i have couple sub clans located there like kuulbeer. The website i referred to might have more Information on it.

Yeah, There are many of us in Galkayo, impressive to see some type of representation existing at that time.
 
Welcome to the forum after doing some research I don’t think this Is a city council list rather it’s a city employee list I think @Thegoodshepherd broke it down in a earlier thread

it’s easier to find tribal elder lists from that time period and madhibaans are definitely represented to my knowledge I posted one from 1956 in mudug I’ll post it here

There were some way, not fully represented similar to now! Impressive tho cause Anti Madhibaan rhetoric were high at those times.

Below is an explanation of who the men in these lists are, and why they are being paid by AFIS.
Information can be found in Italian Here. Doc is named 1950.05.22-27.

List of payments made from 6 May to 15 May 1951 by the subcommissions for the settlement of outstanding skills to Somali personnel, arranged by ordinance N 20 dated 20 May 1950, for the total amount of So. 104,700 In total from the start of payments a total of So. 8,555,936 were disbursed

The liquidation of outstanding skills
to former Somali soldiers and civilian employees
We publish it below:

Notification announced yesterday, containing all the rules for the liquidation of outstanding skills for ex-soldiers and Somali civilian employees.
To the Somali soldiers already dependent from the Troop Command, from the Command
Navy and Air Force Command of the R. Government of Somalia; to Somali personnel of similar categories: goggles - prison guards - traffic police - armed department of the
Serovaccinogenic Institute - Autopark staff - canal guards - field guards and regular Somali civilian personnel, in service on 1 February 1941, will be paid the arrears of pay and additional medals for military valor, with effect from 1 February 1941 to 15 September 1947, date of entry into force of the peace treaty, as a result of which Italian sovereignty over the territory of Somalia came to an end.

Furthermore, at the time of liquidation, the aforementioned staff will be paid a gradual severance or dismissal bonus. Those who were in receipt of a pension as of February 1941 will have their arrears paid up to and including March 31st 1950; the subsequent months will be paid by the competent authorities.

To the families of the Somali soldiers and of the personnel of the aforementioned similar categories, who died due to injuries reported in combat during the war operations of 1940-41, a subsidy will be granted and paid to the person or persons designated by the competent Qadi for territory.

They will come during the liquidation any deposits will also be returned trustees entrusted by the interested parties to Department Commands. These refunds will be made EXCLUSIVELY upon presentation of evidentiary documents. Backlog clearance operations will be carried out at the Residences of:
Bender Cassim, Alula, Scusciuban, Gardo,
Belet Uen, Galcaio, El Bur, Dusa-Mareb, Bulo Burti, Mogadishu, Afgoi,
Villaggio Duca degli Abruzzi, Merca, Brava, Baidoa, Bur Acaba, Oddur, Lugh, Bardera, Kismayo, Margherita.


In each of the aforementioned Residences, a specific Subcommittee is established consisting of: the Resident or Deputy Resident with the functions of President
assisted by an officer of the Garrison, and by a Somali or possibly Arab member, chosen depending on of the applicant's belonging, as per the provisions of the aforementioned
Order. The subcommissions have the task of liquidating, to those who are entitled to it, the arrears due for wages, pensions, excess money on medals for valor and subsidies, in
cases in which the interested parties exhibit unequivocal documents or concrete testimonies provided by suitable people to guarantee the truthfulness of the declarations.

Cases not resolved by the Subcommittees and any complaints against decisions thereof will be taken in examined by the Commission based in Mogadishu which decides without appeal. The following mandatory procedure will be adopted for the settlement of outstanding fees:

1st - Operations will begin at each Residence starting from 28 May 1950, with the exception of the Mogadishu Residency at Once the operations themselves will instead begin - for technical reasons - a starting from 10 June 1950

2nd - Interested parties must present themselves EXCLUSIVELY to the Subcommittee established at the Residence having jurisdiction over territory of habitual residence

3rd - The presentation of interested parties at all the Residences, for example
except Mogadischio, will take place
according to the following order of precedence:
- from 28 May 1950 onwards mutilated so-called war invalids - families
of those killed in war - Jusbasci - Chief Commanders Dubat - Chief Commanders of Irregular Bands - Chiefs and Sub-chiefs of drivers of the fleet - Special class permanent employees; - from 28 July 1960 onwards: all
remaining categories, according to the methods that individual Residents deem of having to issue through specific notifications agreed with the Chiefs premises to regulate the influx of personnel.

4th - The presentation of interested parties at the Mogadishu Residency will have the following order of precedence:
- from 28 June 1950 onwards: mutilated and war invalids - families
of war dead - Jusbasci - Chief Commanders Dubat - Chief Commanders of Irregular Bands - Chiefs and Sub-Chiefs drivers of the
Fleet - Special class tenured employees; - from 28 August 1950 onwards: all
the remaining categories according to the particular provisions that the Resident
will deem it necessary to issue to regulate the influx of personnel.
All payments provided for by the aforementioned Ordinance will be made in
Somalis [shillings] at the official exchange rate of Italian lire 87.50 for Somali.

Those who in presenting their own requests produced false documents or testimonies, with the aim of obtaining benefits not due, will be punished, if the fact does not constitute a more serious crime, with imprisonment of up to one month combined or less with the fine up to 1000 Somalis [shillings].
