As inefficient the civilian government might've been, there wasn't any strong resentment against the government or clans that dominated the government like under the kacaan, people's rights were relatively not violated and it gave Somalis an opportunity to have some voice in their government and reforms could have taken place peacefully leaving people no reason to rebel. Stronger governmental institutions could have taken root and we could have well been on our way to upper middle maybe even higher income status do to our vast amount of natural resources and low population.
