The government of Somalia cannot account for over $96 million meant for the fiscal year 2021, a report by the Auditor General has revealed, which gives a hint of massive misappropriation and possible embezzlement of funds during the reign of the regime which left power earlier this year.

In the report published by Mohamed Ali Afgoi, details show that among the money missing is $21 million taken as a loan in 2021 without the involvement of the office of the Auditor General, which is responsible for auditing government expenditures independently without interference.

"More than $96 million missed from the government's coffers, including $21 million of it was taken as a loan from the Central Bank in 2021 and it is not informed to his office," Mohamed Ali Afgoi said, in what now gives a glimpse of wastage and corruption within the government.

The $96 million were along with $14.6 million interest which the Ministry of Finance had borrowed from the Central Bank and International Monetary Fund [IMF], one of the seasoned lenders of Somalia. The Auditor General has now called for special investigations to unearth the mystery behind the "disappearance" of the money.

Further, Auditor General also flagged concession deals worth $28 million signed between the government and two Turkish companies. Afgoi noted that he could not establish if the free is genuinely stated in terms of amounts due and collected, making it difficult for his team to reconcile the expenditures.

The Ministry of Finance could also not table proper records on cash transfers to three institutions among them Banadir's local government which hosts Mogadishu. The amount in dispute which was wired to the three institutions in 2021 was $16.9 million according to the Auditor General.

The government of Somalia has often failed to explain expenditures with the previous administration of Mohamed Abdullahi Farmajo being on spot for failure to account for millions of dollars mainly from external coffers, who are indispensable in the economy of the country.

Also the IMF did delay debt relief to 2025 (and was at risk of even further delay). since HSM election this has been sped up to 2023. Why do you think IMF suspiciously delayed expected debt relief completion date for so long if everyone was clean? IMF doesn’t like accusing countries of corruption. Look at Pakistan which notoriously steals development funds but the IMF don’t publicly condemn.

Ask yourself if everything was clean why is Beileh the only Finance Minister to block parliament from seeing the budget? That should be a sackable or even arrestable offence imo

Look at the 2017-June 2022 era. As you can see a clear lack of any transparency, no detailed or regular reports of the budget etc.

And now look at post election, many reports laying out the goals of the administration, where money is being spent, how much is raised every month etc. A much needed upgrade in transparency

They delayed it so the Farmaajo government couldn’t get debt relief in time. Had he been elected in sure they would’ve delayed another few years past 2025, hoping for a new government. In fact the world bank, IMF and donor countries effectively sanctioned us in 2021 and first half of 2022. He managed a 3 billion dollar budget under the AfDB, yet you claim he was stealing from a 500 million Somali budget.

You can’t just hide $96 million, you need to wash it.

As you said, the hotel he built is 5 million, so where is the other 90 million?

He can’t hide it in a bank, even if it’s Swiss, because we would’ve found out in the leaks last year.

If he spent it all on houses in Kenya or Turkey, we would’ve known from journalists like we did when HSM bought a house.

It’s like nigg*s don’t understand there’s checks and balances in multilateral organisations unlike in Somalia. This is a finance minister accused by his own auditor of misappropriating $96 million. And refused to pass the budget through the parliament so there was never any scrutiny.

This is not normal behaviour. He’d be under court orders to pass the budget through parliament in any other country and investigated after the Auditor General of the country’s accuses the same minister that hid away that same budget from parliament of a massive loss in government funds that is yet to be located.

None of you guys are yet to answer this. Explain both and I’ll give him the benefit of the doubt.
