Murders and rapes aren't normal in Puntland at all, or anywhere in Somalia for that matter. Puntland's homicide rate is 1.2 per 100,000 which is incredibly low by global standards.

Crime Statistics in the 1st 10 months of 2021:

Somaliland
total cases : 19230
Murders: 89 all but 5 perpetrators apprehended.
Rapes: 232 an increase from 142 reported in 2020.
abandoned infants: 40 and 25 of them were rescued the remaining 15 died.

Puntland
Total cases: 9100
serious crimes: 842.
Murders: 47, it was 118 last year(2020) .
Rapes: 56 a decrease from 184 in 2019 and 127 cases in 2020.

Crime statistics are critically important and can be a tool to address crimes of various types, it's good that Somaliland and Puntland are keeping the data.
