When he convened himself president in 1991 he immediately told the Somali military to surrender to all the rebel groups and he disbanded the military. Contrast with the TPLF who told every single Ethiopian soldier to stay in position and thus lead to their eventual ease of implimenting a proper government.
He was extremely naive and declared himself president without undertaking negotiations with any rebel groups and infact angered the already angry SNM by not bother consulting with them on his election, hence further giving support to secession. He also angered Aideed who had power of mogadishu and destroyed the city through a power struggle.
