Can we just seperate the FGS from Banadir ffs. It’s better for everyone. That way FGS can’t bully FMS using the Banadir taxes.

The FGS should directly control no region and focus on its core which is security (SNA, police etc), education and healthcare, diplomacy.

FGS should control only federal buildings/land across the country. Like the US government. It should have a federal zone (preferably a small small section of Xamar) where the government is based

Inshallah this will happen with banadir state. No more taxation without representation. Wardhiigley and also the ancient districts of xamar Wayne and shangaani should be under fgs control only
 
Under the current (before the new minister) budgetary support arrangements PL got 9 million and GM/HS/KG/JL got around 6 million in 2020.
That's COVID money by the IMF, and it's the only time we used that formula, but any budget support that comes from EU, UAE, Turkey, Saudi Arabia, Qatar is only used by the FGS alone even though FGS and FMS agreed to share everything 60% and 40%.

Also weren’t you saying the new Minister will go back to the 60-40 formula? You would think the IMF would want all FGS funding to follow this formula. If that’s the case I can see why the new Minister thought he could treat the IMF budgetary support the same way all other aid is treated.
 
Pl should start paying federal tax and make their education come under the national Curriculum.
we collect our taxes and use it efficiently, if we were to to merge with the federal budget and give taxes to the federal puntland wouldn’t have developed the way it’s now
that needs serious negotiations and agreements any crazy centralist president like farmajo can come and neglect puntland or even worse do blockade like jubaland they survived bcoz they controlled their budget and port their is no trust between the states and the federal government
 
You can have an effect on FGS education. I’m sure if PL wanted to change FGS curriculum they could. It’s better it’s unified so students can go to any university in the country.

Everything Puntland did was to build from the bottom, as there was literally nothing else there. If we had a sane Federal Government, nobody would be opposed to a unified curriculum. Trouble is, the FGS attracts sociopaths and unimaginative lazy crooks.

IMF and World Bank have a lot of conditions attached and some of their conditions include raising more revenues quarterly, reducing poverty and agreements between the FGS and FMS on Finances, Education and Health so they're forcing the FGS to cooperate with the FMS, but the grants from other governments don't have any conditions and stipulations.

Actually if my math is correct the FMS' share was more than 60% since SL got 11 million (Bayle said he protected that multiple times from vultures), PL got 9 million and ~14 million for the other states, and the total amount was ~55 million, maybe that time they got the bigger cut since FGS don't share other grants. The ministers will meet on monday let's see how they slice it.

Then they say “you don’t contribute anything” as if half there territories aren’t controlled by Al shabaab, imagine paying more taxes to AS then FG
