I use to wonder how come Puntland & Somaliland don’t have state fishing/Mining companies, since they have 30 years of peace. The further you research I found out The politicians hire make a deal with these fishing Fleet & are like a Middle man to the Japanese and many others. Same goes for the Gold & other minerals. You’ll literally see helicopters come and go. While the Locals say “ isku cid ban nahay” while they get finnessed.
