One of the main reasons AS is still around today is because of these AU soldiers in Somalia. They have brought nothing but destruction and corruption and hsm is benefiting from this and is why he halted the 2022 offensive against AS so he can profit from the funds he received from both the AU and the IC alike. Why do you think he just stopped his offensive when he had the chance to end AS once and for all? If he defeated AS then there would be no need for other countries to keep on “funding” the army (which everyone knows it goes straight to his pockets) and so he wont be able to steal any more money. His main cash cow will be gone.
There has also been speculations of the AU soldiers making deals with AS so they both dont interfere/deal with each other since they both benefit from this. The jereer soldier gets his thousands of dollars per month whilst AS can carry on doing their shenanigans without them being worried about amisom. These AU soldiers dont give 2 fucks about AS or Somalia as a whole (if you think they do your naive) and are just there for the money, thats why they prolonged this “war” when tactically AS should have easily been defeated by now considering the SNA, macawiisley and AU soldiers outnumber them in every aspect.
At the end of the day, this is all a business for the African Union, AS and HSM since they will all make money from this but at the expense of the somali public. Without the IC funding, there will be no need to prolong this war and AS will be defeated once and for all. We never needed foreign troops in Somalia since AS was a homegrown problem. To fix a homegrown problem you need a homegrown solution not foreign interference.
I don’t think there’s a conspiracy from the AU, the offensive stalled because HSM botched the planning and got himself too involved in the day to day engagements, under his watch the specialist divisions of the army have all but disintegrated, and a shadow army of tribal militias (with dubious loyalties) have taken their place. I think it is wholly self inflicted.
What he aims to accomplish by implementing these measures remains ever more elusive.

It could be both. Incompetence and hsm purposely trying to prolong this war for his own personal gain. He made a lot of fatal mistakes that a normal functioning human should not have done unless it was on purpose (which i highly believe). Even if he did screw up the planning, sna was getting funded by both AU and the US and they took over so much territory. If they carried on with that same momentum for atleast a year (which they could have with the funding they received) AS would have ceased to exist but so would his cash cow (funds). A person can only do so much mistakes until their loyalty becomes questionable
Thing is there is no personal gain for him, so I can’t say he’s doing it on purpose, the man listens to his mirror reflection and is highly paranoid (probs justified)

I think the answer is already here with everyone running for the exit and no one rushing in.
But the AU/FGS won't take no for answer. There's too much money/political capital tied up in this flagship enterprise. Expect them to drag it out.

Unfortunately you are right, FGS is taking their sweet time, they should have started working on strenghtening the military the moment AMISOM transitioned into ATMIS in 2022.
That alone signaled that western powers do not want to babysit the Somali government anymore. They lifted the arms embargo the same year (or 2023).

Most civilians living under AS wont mind living under a normal government. They just need rehabilitation and for the foot soldiers they will run away into oblivion when SNA captures all of AS territory. Dont worry we will also get back the occupied habarkintir towns too we won’t discriminate
