In my country America, our governors become Presidents often. Logically the best job to prepare yourself to rule a country is to rule a state. Jimmy Carter was a governor, so were Bill Clinton and George W Bush.
An argument can be made being a member of parliament and understanding the process of drafting laws is just as important, but Somalia has the worst parliamentary attendance rate ever!
