rn I think it isn't expensive because Berbera is a hot city so not many people want to buy land there, but in the future it will be expensive.
I think I found a better option. Ceeriagabo to Mahyd. I had a relative tell once they used to travel back and forth from Ceeragabo to Mahyd when season used to change. For instance they had a home in both locations. When it would get hot in mahyd during the summer they would travel to Ceeragabo. And when Ceeragabo got to rainy or cold for winter they would travel back to Mahyd . The drive from Ceeragabo to Mahyd is only 1hr and half at most.

The town is named after Ayub's son, who died there while either going to or coming back from Maydh, according to different oral accounts. He was/is a venerated saint, and the locals take care of his tomb.

That area is known for its concentration of tombs belonging to Somali saints/clan ancestors. A well-known(in the past, not so much now) pilgrimage route passes through it, with many "holy sites" that extend all the way to the sea. And there are even more tombs scattered along the coastline. It's part of Togdheer officially, but it's more of an extension of Saahil/Guban, tbh.
