How though, federal charter don't allow military forces inside PL no army allowed only police forces and Deeni don't have that power our 2 parliaments do

Ya'll are fighting on a topic from the future. These problems ain't here yet. Yes in the future the national president can federalise the state's army. For now N&N must follow the PL constitution and the provisional constitution.

There will be no central government only a federal one.

Again PL does don't have an army or SNA only police forces which can't fall under FG control now or in the future.

You do know that PL has its own defence force right? Like any other formed government in somalia, the local clans pledge their soldiers to the government. The government in their turn ensures training for these soldiers and there you have your army.

This kinda goes to all states (small or not).

Yes PL have forces but all are police forces and police falls under state control, there is no army in PL as army or SNA is under federal control.

Faroole had 3000 conscripts ready for SNA a while back but FGS demanded PL funds them and that they get stationed in Xamar and SNA from base 21 in galmudug to be stationed in Base 54 Garowe and Sinaay i Galkayo which killed any chance of SNA establishing themselves in PL.
