The Govenrment has successfully employed 23,000 youth, 20,000 to take over from ATMIS and 3,000 to teach across the country.

Each state gets 400 teachers, Banadir 1,000 I believe. Although PL refused to take part so there’s another 400 to share between the states and Banadir

In the next 3 years this’ll be increased to 10,000 teachers from 3,000 currently.

Is that what it says in the Constitution as to the Premier's Powers and Responsibilities in Chapter 8, The Executive Branch, Article 100, (a) - (d)? how about Article 97 with respect to Council of Ministers?

Are you familiar with Chapter 7, Article 90, (a) - (q)?
