Its pretty much every region takes care of its affairs. We all saw how we all suffered after 91. Most somalis flocked to Xamar and neglected thier regions and we all paid a heavy price when the government collapsed. Now god forbid if the capital or anywhere else engulfs in a war again, it wont affect people any where as close as it did in 91. We need to further increase the power to the regions and have a loose federation. Centralism is a disease in Somali society.
