It's new phenomena that came to more mainstream after Deng Xiaoping became the leader of China and opened up the economy. Its called gubernatorial foreign policy.

Everything discussed by the governor, signed and agreed upon are non binding and the federal goverment can undo those agreements if they see it as not alligning with the the foreign policy of current head of the federal goverment( The POTUS).

Why gubernatorial foregn policy exists is simply because the world is becoming more connected and globalized. At the same time its quite usefull to the POTUS who can leave certain dirty task like the execution of foreign nationals to the governors and not risk his realations with countries important to his foreign policy.

Feds don't loose their authority and can undo what the governor does and at the same time ease the burden of the federal government. Its a win win situation. A phrase that is nonexisting in Somali politics.

The US truly is a greate country.

Hasn’t the US already went back to coal under trump? And since Canada would be one of our main customers and states trade autonomously anyways this is basically already reality in the US

Your forgetting states potential to tell the feds to f*ck off, that the feds constitutionally don’t really have much authority over these things and can be taken to the Supreme Court, although giving the states this much leeway and rights makes it so extremely unlikely they challenge the feds too much, which is why we don’t see this occur much and even when we do there’s an apparatus for it, which is why it’s historically been one of the most stable governments and has the oldest constitution worldwide, and as I mentioned many times in this forum we can incorporate most of these things ourselves tbh
