They need to be isolated for at least 30 years in the funding model to address the 1960-1991 economic isolation other region felt whether it was aid in their name or taxes being centralized into Mogadishu-Hargeisa.

We need sophisticated variables not just the historical economic disparity in regions but also return on investment, good governance ranking, so it's not looted. Please add more factors that need to be weighted and considered in funding allocation, remember be 'lateral' it's not black-white issue but can have many dimensions to consider in the funding equation.
