Farmajo is purposely not combating Al Shabab because he wants Amisom to stay longer which is a mutual interest for Amisom and Al Shabab. You may ask, why does he need Al Shabab and why would Al Shabab want Amisom to stay? If we're being honest, Al Shabab only exist due to Amisom and clan rivalries. It's hard to integrate society peacefully when foreign tanks run through their streets and burn their farms and most young men are unemployed and the next tuulo is reer hebel in which they're rivals. This is were Al Shabab comes to the "rescue" with $200 (from extorted zakawaat) a month and a wife(girl forced). As for clan rivalries, this is an issue Farmajo can't solve which leads to them paying allegiance to Al Shabab. This is very helpful to him because it gives him more room to operate and lees Suldaans to bribe and more room to operate with less threats. Al Shabab also would loose thousands of recruits and loyalty from clan elders to continue the war once Amisom withdraws. All in all, my criticism of Farmajo is that their is a symbiosis between him, Amisom, and Al Shabab. That's why I wish we get out of the arms embargo and Amisom becomes forced to leave.
