I think Somalis need to sit down and agree on this issue, we never had this law passed in Parliament. If states have a right to conduct their own provincial exams or will it be administered by the federal government? These are issues which are not set in stone and will cause friction.

It was created because colleges all used to have their own entrance exams, so participating schools came together and unified their standards into 1 test..
