Mom (yes).
Dad (wajib, but if he didn't to anything for you then...)
Grandparents (yes; they're old and are miskeen)
Siblings (depends on the relationship and mood)
Poor, needy people (yes).
Relatives that I'm close with and love and care about (yes: I'm talking about those that need the most help and assistance)
Everyone else: Nope. Its hard for me to forget those who have done me wrong.

and siblings is higher than poor needy people.
They ask you what they should spend. Say, "Whatever you spend of good is [to be] for parents and relatives and orphans and the needy and the traveler. And whatever you do of good - indeed, Allah is Knowing of it."

For a man, his family's spending is wajib so Allah does not include it. For a woman, its her children. After that, the only wajib person to be spent on is one's parents. From there, relatives in order of closeness. Siblings, Grandparents, unces/aunts, cousins in that order with the only factor that could change them being one being poorer than the other.
And THEN you focus on the masakin near you and immediate in need and THEN distant masakin.
But to foresake your own siblings (not saying you do that) for random poor people is an eediat ting adn contrary to teh sunnah
