It was attempted rape and injury that the girl had suffered by an Soldier who is on the payroll of Puntland administration and the incident took place in a place under their jurisdiction in Bosaso the commercial capital of Puntland.

So the very least they could do is look after the victim who was wronged by one of the states Soldier and pay for the surgery and treatment in a foreign country (Turkey) and it is very shameful that another regional administration Banaadir has taken their responsibility!
