It is not viable, haven't they seen the Xiis terrain? it is holed between mountains in all directions there is no room for growth for Xiis as a town. The only port allowed in Sanaag is Maydh.

By circumstances. Somewhere near Karin in those flat lands is possible though to build a coastal town there.

Wa iska hadal a bit like Ceel Gerdi. The only viable area for a port is Maydh and it is 4x bigger than Xiis with endless potential for growth as its east corridor is flatland.

Sanaag defo needs a port though and airport. Tbh the gov has no excuse not to build a Airport like Garowe.

Look at the terrain map. It would cost billions and it still wouldn't work as huge amount of mountains are blocking the way on the Sanaag/Sahil border.

Xarshaw is settled by SY but there is some M.I there as well. Back in 2013 Maxamuud Boos (brother of Somalia xildhibaan Cabdalle Boos) built a fish processing factory then the area started to grow.
