Of course Rooble is in charge. Somalia is a parlamentary system, the prime minister is the one who is in charge of organization the poltical activities of the government.
Somalia's system is dysfunctional and only focuses on the president but in normal parlamentary systems the president of the republic is supposed to be almost symbolic
