This wouldn't even work. Ethiopia as a project has failed twice now. Eritrea was the example of the first failure. The situation with the Tigrey is the second. There will continue to be ethnic tension. Ironically, stability in Somalia would more likely be achievable with a Somali ethnostate, with a political movement pushing to remove the political and military legitimacy of clans (clans should still exist because it's important to know your roots).
