Wtf?! Even capitalism on steroids UAE isn't like this. Ambulances are free as are most emergencies. I'm not sure about non-government hospitals but if you go to the emergency room of a government hospital like Dubai Hospital they'll do everything from X-rays, MRIs, blood tests and treat you free of charge. You only really get charged if you need to stay in the hospital for a few days after the initial saving your life or solving of whatever problem you came in with. America is a shitshow, wallahi.

Yes. I myself have been to Dubai Hospital's emergency room a couple of times as has my mother and it was free of charge.

Public hospitals provide free emergency treatment to everyone. If you don’t have a health card, they will issue you with a provisional one when you arrive at the emergency department. - link

A lot of people go even for pretty mundane things too. I went a couple of times for simple vomiting. They treat you anyways and let you go free of charge.
