Once atmis is out of Somalia, all this funding goes to SNA.

The EU will add €70 million to the resources already mobilised for ATMIS in previous years, and €40 millionfor the SNA.
For ATMIS, the agreed support will mostly contribute to the troop allowances of the African soldiers deployed in Somalia
For the SNA, it will focus on the provision of non-lethal equipment.

No it is in the interest of hsm, to have the oil industry running and viable army to protect him and his loot
a stable somalia means all the distractions from al shabab and qabil beef will be gone meaning people will begin to notice the corruption of those in power. this isnt something hsm wants, congo has more then 120 armed groups slaughtering each other everyday and has had several genocides yet their elites live like kings. you dont need stability to to be successfully corrupt
