The south and PL are two different entities on the constitution. It's usually politicians on both sides who don't really follow what the constitution says and mix it all up based on their personal agendas(usually money gains). But your right the south and states born after 2012 are under the constitution, they need to reach a level that is similar to PL in all aspects before we discuss our relationship any further. In other PL ain't talking to an SFG or member states who still cannot reach political agreement among themselves let alone achieve security outcomes, development outcomes, etc.
